£2.9m car parking surplus: Calderdale admits legal publishing and accounting failures
Calderdale Inside Out investigation exposes failure to meet government transparency rules and an accounting gap over legally restricted parking money since 2018
This one surprised even us. Calderdale Council has admitted it does not publish the legally required breakdown showing how its parking surplus is spent—and has promised to change its recording and reporting following a Calderdale Inside Out investigation.
And to make matters worse, the council’s accounting process incorporates the cash surplus from on and off-street parking charges into its overall financial position, without first identifying the amount subject to legal spending restrictions.
Our investigation began with a simple request to inspect the parking accounts and supporting records. In its initial reply on 7 September, the council said expenditure was not apportioned between on-street and off-street parking within the financial ledger.
